Fraser Down Harness Racers Take Legal Action to Prevent Closure of Racetrack

Surrey-based Harness Racing BC Society today (May 20, 2025) filed various materials with the Supreme Court of British Columbia to prevent the potential closure of the Fraser Downs horseracing racetrack by the Great Canadian Gaming Corporation (GCE), the site’s operator

We’ve been in regular meetings to try to prevent this since March 13, 2025, when we received a notice from GCE requiring HRBC members, equine athletes, and associates to vacate Fraser Downs on May 2, 2025,” said Kelly MacMillan, President of the Society, a not-for-profit. 

The March 13 notice required members to vacate the racetrack’s barns and to allow for GCE to eradicate the rat population. GCE hasn’t committed to a date when HRBC members and their animals could return. 

“The problem we have with this is that the length of the closure would cut directly into horses’ training for the September-December racing season this year. That racetrack is the only proper training facility in the province and we’ve been paying GCE to use it for summer training for 35 years. Not enough trained horses means no racing, period,” said MacMillan. “This callous disregard to our concerns and solutions would cause an immediate loss of income for dozens of families, and potentially cause a complete shutdown of our races at Fraser Downs.” 

“We work at Fraser Downs throughout the year,” said MacMillan. “We have 218 members who would be impacted, and there are 75 to 100 people that work at that racetrack during the racing season. This doesn’t even include all the other people who support the industry, like local farmers.” 

“We offered to pay for the pest control work for GCE over a shorter period, but they refused,” said MacMillan. “They delayed the closure to May 30, 2025. As a last-ditch effort to keep our workers and animals on-site, we asked GCE to keep at least one barn open through the summer months to keep them on-site and continue training, but they rejected this. We even asked them to just keep the training facilities open if the barns had to be closed.”

“This has been the main track for harness racing in BC since 1976 – almost 50 years,” said MacMillan. “Basically, we’re a group of ranchers’ and horseowners’ families who love this sport and all the color and good vibes that come with it.”

“This business is unique and has great potential,” said MacMillan. “We’re currently working on a proposal to expand horseracing in BC with Thoroughbred Racing BC.” 

“The bottom line is that we have repeatedly offered to work with GCE on a joint solution to clean up Fraser Downs with the lowest impact on our operations so we can continue our season,” said MacMillan. “HRBC is committed to working together with GCE, the City of Surrey, the Province, and other stakeholders to come up with a mutually beneficial solution. The alternative is a significant reduction to our business, with a possibility of closing it down completely.”

HRBC PRESS RELEASE – FOR IMMEDIATE RELEASE

BC STAKE PAYMENTS EXTENDED TO FRIDAY, MAY 30, 2025

Due to the delay of our March 2025 allotment from BC Lotto Corporation which directly caused a negative effect on our financials which held back the distribution of purse cheques, HRBC has extended the deadline for the BC Stake Payments from May 1st to now have a deadline of Friday, May 30th to allow our members the ability to pay the nomination/sustaining payments for their horse (s).
Please note that all payments must be payable to Standardbred Canada.

It has come to the attention of HRBC that rumours are circulating that Harness Racing BC has received six (6) million dollars from the government. At this time, HRBC confirms that we HAVE NOT received the said funds of 6 million but remain hopeful.

` HRBC PURSE CHEQUE DISTRIBUTION

Due to unforeseen circumstances, our March 2025 allotment from BC Lotto Corporation will be delayed 2 weeks. Therefore, this will put us in a negative fund position and as such, the purse cheques from April 17 & 18th 2025 will not be released until May 1, 2025 along with the purse cheques for April 24th 25th.

GREAT CANADIAN ISSUES NOTICE TO VACATE PREMISES AT FRASER DOWNS

On March 13, 2025, Great Canadian Entertainment gave notice to HRBC which constituted 8 weeks notice for HRBC membership, equine athletes, and associates to vacate the premises at Fraser Downs immediately following the conclusion of the Spring meet on Friday, May 2, 2025 and no later than end of business day on Friday, May 9th, 2025.

On April 15, 2025 HRBC responded to the letter of March 13, 2025 to vacate the grounds by submitting a proposal which detailed construction and exterminator crews entering and exiting; a detailed process on how to effectively exterminate the rats completed by an independent exterminator, and in addition, provided a map that detailed the proposal by having our horses remain on site by the closure of barns A, B, and C and relocating the horses to barns D, E, and F and to then reverse the stabling in the barns tocomplete the process of eradication of the rats. Unfortunately, on April 18, 2025, GCE responded to our letter by declining our proposal.

ANNUAL GENERAL MEETING 2025

Notice was given to all members of HRBC for the upcoming Annual General Meeting to be held on June 1, 2025; unfortunately, with the closure of the backstretch and the uncertainty of when the backstretch will re-open, the election process under these terms is problematic. Therefore, with the consultation of legal counsel and for the safety of all, the HRBC Annual General Meeting has been rescheduled for Monday, September 1, 2025.
Pursuant to the Societies Act, a Society must hold an AGM once per calendar year. This requirement is confirmed in our Bylaws (section 3.1(2). As long as there is one AGM in 2025, HRBC will remain compliant with the Bylaws.
